This was a precisely formulated statement, assigning damage not to Brexit itself but to its execution; faulting the officials who handled it, not the voters who endorsed it. The aim is to assign some fiscal difficulties to the agreement reached under previous leadership without appearing to dismiss the hopes of those who voted to exit.
