Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Defense Guarantee from European Partners

President Zelensky has stated that Ukraine's partners in Europe have failed to provide concrete pledges that they will defend Ukraine in the case of a future Russian attack.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on midweek.

These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be sent.

Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.

"But as long as we don't have such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
